Born in Illinois, Jacobs family moved to Alamosa,Colorado in 1933. His time at U of D was interrupted by World War 2. Jacobs was trained to be an acting mayor of a liberated French town at he close of the war in Europe, but did not actually have to step into that role. He returned to the US and finished up his education at Denver. He played one season for the St. Louis Bombers and later worked for many years for AT&T.

He married Katharine Kaiser in 1946 and they had two sons, Richard and Robert.
