Born in Nebaska, Volker grew up in Casper, Wyoming. He was a member of the 1943 NCAA Champions from the University of Wyoming. He played pro basketball for a few years after college in Oshkosh, Indianapolis and Denver. He was sold by Indianapolis on December 15, 1949 to Denver.

Married Joanne Tilton and they had a son and a daughter.
